About the Bank of Canada’s new mandate to oversee Consumer-Driven Banking

Payments in Canada and globally are changing quickly as new technologies reshape how consumers and businesses transact. Alongside its existing oversight of financial market infrastructures and retail payments, the Bank of Canada’s regulatory mandate is expanding to include oversight of stablecoin issuers and implementation of the framework for consumer-driven banking.

 

The Communications Department (COM) supports this work by translating complex policy and supervisory concepts for internal and external audiences, coordinating communications and stakeholder engagement, and helping partners across the Bank prepare new processes and meet public expectations.

 

What will you do
The Senior Project and Planning Specialist provides enterprise-level governance, planning discipline, and delivery coordination for communications supporting all new regulatory mandates, including consumer-driven banking, stablecoin oversight, and retail payments supervision.

This role ensures integration across mandates, aligns priorities across teams, and enables senior leadership to make timely, informed decisions in a complex, fast-evolving environment.

  • Be accountable for the integrated communications portfolio plan across all regulatory mandates, including prioritization, capacity planning, sequencing, and critical path management
  • Provide enterprise-level reporting and decision support to COM leadership (risks, dependencies, options, recommendations)
  • Chair the cross-functional working group and establish the governance and operating rhythm across all mandates
  • Ensure alignment across teams on objectives, timelines, and trade-offs as multiple mandates evolve concurrently
  • Identify cross-mandate risks and dependencies, and drive resolution through structured escalation and decision-making
  • Oversee delivery performance across communications workstreams (schedules, approvals, resourcing, dependencies)
  • Maintain an integrated editorial and communications calendar across mandates and channels
  • Lead intake and triage of mandate-related requests, ensuring impacts to plans are assessed and decisions are clearly communicated and tracked

 

What you need to succeed
You are a senior planning specialist who brings structure to ambiguity. You can influence outcomes without formal authority, establish governance and decision forums, and communicate clearly with leaders and delivery teams. You ensure priorities, risks, approvals, and dependencies are actively managed.

 

Nice-to-have

  • Solid understanding of the Bank’s Information Technology Services infrastructure and applications
  • Knowledge of the Bank of Canada’s functions, the Canadian financial system and the payments industry
  • Training in risk management and/or change management (e.g., PROSCI or equivalent)

 

Your education and experience

You bring a combination of education and experience that enables you to lead planning, governance, and delivery in complex, multi-stakeholder environments.

  • Undergraduate degree in communications, public administration, business, project management, or a related discipline, or an equivalent combination of education and experience
  • 6+ years of experience leading integrated planning, governance, and delivery coordination for complex, cross-functional initiatives, ideally in a policy or regulatory environment

 

You have demonstrated experience:

  • Establishing governance frameworks, including decision rights, approval processes, escalation paths, and operating rhythms to manage risk and interdependencies
  • Providing executive-level reporting and decision support (e.g., dashboards, risks/issues, options, and recommendations) to enable timely, informed decisions
  • Applying portfolio and program management practices such as prioritization, capacity planning, sequencing, and change control across multiple initiatives
  • Managing stakeholders and influencing outcomes, including working with senior leaders and aligning partners without formal authority
  • Operating effectively in ambiguous, fast-evolving environments with multiple concurrent priorities

 

Certifications and training

  • Project/program management certification (e.g., PMP, PRINCE2) or equivalent experience
  • Agile ways of working training (e.g., Scrum fundamentals) or equivalent experience

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French.  The position language requirement is Level 5 (Fully Functional).  If a qualified candidate who meets the language requirement of the position is not found, a qualified candidate who does not meet the language requirement may be considered. Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

    • Salaries are based on qualifications and experience and typically range from $126,765 to $149,135 (job grade 18)
    • The Bank offers an incentive for successfully meeting expectations at  7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
    • Flexible and comprehensive benefits so you can choose the level of health and dental coverage that meets your needs
    • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
    • Option to join the indexed, defined-benefit pension plan after 24 consecutive months of service
