What you need to know

Reporting to the Senior Director, Policy Data and Technology Services in the Data and Digital Services Department, this position is accountable for the Analytics Environment and Data division.

 

The role encompasses a dual focus: leading large-scale technology transformations and ensuring the high reliability and operational excellence of critical data platforms that support the Bank’s mandate. Working closely with business and technology partners, you will provide end-to-end leadership across the full transformation lifecycle, from setting the vision and shaping plans, through delivery and transition to sustained operations.

 

What you will do 

You will provide strategic leadership and managerial direction for large-scale, complex technology initiatives, with a particular focus on enterprise data platforms, including cloud-based analytics environments (e.g. data lake) and hybrid cloud/on-premises solutions. You will set a clear vision and roadmap, oversee planning and budget management, and drive effective execution across a broad portfolio of initiatives. This role also includes exploring, evaluating and integrating artificial intelligence capabilities to enhance operations and improve overall effectiveness.

 

You will lead a large, multidisciplinary team responsible for the architecture, development, operation and continuous improvement of the Bank’s data and analytics platforms. You will ensure the effective delivery of new platforms, while maintaining the stability, reliability and performance of existing operational environments.

 

You will build and maintain strong relationships with key stakeholders across the organization and at multiple levels. You will regularly brief executive audiences on progress, risks, interdependencies and outcomes, and proactively identify, mitigate and address risks and issues across your portfolio.

 

What you need to succeed

As a leader, you require strong leadership and managerial direction skills which will enable you to contribute to the overall leadership of the department through the demonstration of sound judgment, strategic thinking and disciplined execution. You bring demonstrated experience with both cloud-based and on-premises data and technology systems, along with a strong understanding of the challenges associated with operating high availability and critical platforms. You also have proven ability to integrate new technologies, such as artificial intelligence, into operational environments.

 

You bring extensive experience across all phases of transformation, from early visioning and planning through delivery and operationalization. You demonstrate excellent written and oral communication skills, with the ability to convey complex concepts clearly to both technical and non-technical audiences and to present confidently at the executive level. You collaborate effectively across organizational boundaries, building trusted and productive relationships.

 

 Nice-to-Have

  • Knowledge of policy and research functions and how data and technology enable and support the Bank’s work
  • Extensive background in program management and delivery
  • Extensive knowledge of business and/or project administration, including strategic and operational planning
  • Previous experience leading cultural change toward a more agile and responsive working environment

 

Your education and experience

This position requires a bachelor’s degree in computer science, engineering, business administration, or another related discipline, along with a minimum of ten years of experience leading large‑scale, complex technology or data transformations, including planning, delivery, and transition to operations, or an equivalent combination of education and experience.

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French.  The position language requirement is Level 5 (Fully Functional).  If a qualified candidate who meets the language requirement of the position is not found, a qualified candidate who does not meet the language requirement may be considered. Hybrid Work Model
The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

  • Salaries are based on qualifications and experience and typically range from $208,020 to $244,730 (job grade 21)
  • The Bank offers an incentive for successfully meeting expectations at  7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
