Remote work

The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and the development of a technical architecture to ensure the development of a world-class user, inclusive, experience.

The Challenges
CBDC is a new product category. As such new business models and designs will need to be created, with no existing examples. It will need to achieve policy goals and sustain market presence, in a complex and rapidly evolving payments eco-system. The business model will need to balance providing incentives for eco-system partners while achieving public policy goals. The business model and design will need to be adaptable to changing technology, payments, business, economic and policy environment over multiple decades.


What you will do
Reporting to the Assistant Director, Systems and Business Design in the Fintech Research team, you are responsible for bringing your knowledge of the payments eco-system in a major design effort. Working in a talented, high-performing team of economists, business architects, system architects and technical subject-matter experts you will apply your knowledge to shape the business model and system design that may be deployed nationally in the future.


As part of your main responsibilities you will:

  • Provide expert advice on all aspects of the payments industry including the current eco-system and trends. 
  • Contribute to the development of business and operating models for CBDC eco-systems
  • Guide business development with eco-system participants such as merchants and fintechs
  • Advise on regulations such as anti-money laundering and how to comply with them
  • Contribute in the business analysis with stakeholders such as merchants, payment service providers, fintechs etc.
  • Maintain in-depth, up-to-date knowledge of developments in technology and business in the payments industry to ensure the development of a world-class CBDC. 


What you will need to succeed
We are looking for a Payment Systems expert working at the cutting edge of new developments and who has: 

  • Strong knowledge of the payments industry in Canada
  • Good understanding of related regulations and legal issues within the payments industry
  • Great partnering skills to collaborate with vendors and stakeholders to build fruitful relationships and positive outcomes



  • Exposure or Involvement at the early stages of product development
  • Working experience collaborating with technology specialists and a solid understanding of payment related technologies
  • Familiarity with business modelling 
  • Academic background in business, commerce or other fields relevant to the business side of the payments industry 
  • Good knowledge of the global payments landscape and trends


Your education and experience
The position requires a bachelor’s degree with a minimum of five years of work experience in the payments industry as well as a minimum of three years of work experience in a business development role or an equivalent combination of education and experience may be considered. 


What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Secret 
  • You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

  • Salaries are based on qualifications and experience and typically range from $94,100 to $117,600 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
