What you need to know

The Bank of Canada, in partnership with the BIS Innovation Hub Toronto Centre, is looking for a Solutions Architect to help lead the development of scalable and efficient technological solutions that address a wide range of financial services needs.

This position is ideal for someone who enjoys building things, solving challenging problems, and contributing directly to innovation projects that shape the future of central banking.

Note: This position requires a minimum of 4 days at the BIS Innovation Hub Toronto Centre’s office located in downtown Toronto.

What you will do

The Solutions Architect will build and deliver innovative data and graph solutions to support AI projects in supervision, digital finance, and central banking innovation. This hands-on role involves designing data models, creating pipelines, and preparing high-quality datasets from diverse sources. They will collaborate closely with central bank partners, Innovation Hub colleagues worldwide, and subject-matter experts to transform complex data requirements into practical, reliable solutions for the global central banking community.

 

More specifically you will:

  • Design system architecture and implement data models with a focus on graph-shaped data.
  • Develop and maintain graph-based representations of entities and relationships (e.g. firm ownership/control, transaction and payment flows, service dependencies) using appropriate graph technologies.
  • Build data  pipelines to ingest, transform and curate dataset from APIs, files, databases and regulatory submissions for, ML and analytics.
  • Define schemas, identifiers, storage layouts and data standards for key entities leveraging  relevant industry or regulatory standards.
  • Implement data quality checks, logging, monitoring and lineage/metadata for critical datasets and pipelines, to support traceability, auditability and explainability of downstream analytics and ML models.
  • Apply  security and privacy best practices across data architecture, pipelines, and storage, including  access control, least privilege, encryption, secure handling of sensitive data.
  • Collaborate with ML engineers to provide well-documented datasets, graph features and training views.
  • Prepare concise project summarizing data coverage, quality, limitations and implications for analytics.
  • Maintain technical documentation for data pipelines, schemas, graph models, data contracts and access patterns.
  • Research new data sources, graph techniques and data integration standards, and contribute findings to internal reports.
  • Brief leaders,  policy teams and management on data and graph-modelling aspects of innovation projects.
  • Support  management of external data providers, tools and contractors, including technical specifications and acceptance criteria.
  • Engage  externally through workshops, consultation and data-focused forums.
  • Advise the centre head, as required.

What you will need to succeed

  • Experience in financial services, fintech, crypto, payments or supervisory / regulatory environments
  • Excellent SQL skills and solid experience with Python
  • Familiarity with ETL/ELT tools or workflow orchestrators
  • Experience with data warehousing, data lakes and data modelling for analytics and/or ML.
  • Experience with developing ontologies.
  • Hands-on experience with graph data modelling and , applied to real-world cases.
  • Experience supporting ML use cases including building datasets, features or training views
  • Understanding of data security, privacy and access control, especially for sensitive financial or regulatory data in a cloud or modern platform
  • Ability to write clear technical documentation and concise reports for both technical and non-technical audiences.
  • Capable of working independently in an evolving environment, while collaborating effectively with multidisciplinary teams.

 

Nice to have

  • Experience with ontologies or knowledge graphs using technologies such as RDF/OWL, SHACL or similar.
  • Familiarity with domain data standards or ontologies in financial regulatory reporting
  • Understanding of AI/ML risk management including robustness, bias, and model explainability, and the role of data lineage and metadata
  • Familiarity with cloud data platforms and modern data tooling ecosystems.
  • Experience working with or evaluating third-party data providers
  • Background  in a supervisory, regulatory, central bank or public-sector context.

Your education and experience

This position requires a graduate degree or diploma in Computer Science, AI, Data Science, or a related field, along with at least six years of experience in roles such as Solutions Architect or Data Engineer. The successful candidate will have demonstrated hands-on technical leadership, experience building and operating production-grade data pipelines, and the ability to provide strategic guidance and subject-matter expertise. A combination of education and experience may also be considered.

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French. Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

    • Salaries are based on qualifications and experience and typically range from $126,765 to $149,135 (job grade 18)
    • The Bank offers an incentive for successfully meeting expectations at  7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.

    • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
