What you need to know

The Bank of Canada, in partnership with the BIS Innovation Hub Toronto Centre, is seeking a visionary senior AI expert to develop innovative AI solutions and guidance, and lead cutting edge AI projects that support central banks in enhancing their work in areas such as in supervision, digital finance, and financial innovation.

Note: This position requires a minimum of 4 days at the BIS Innovation Hub Toronto Centre’s office located in downtown Toronto.

 

What You Will Do

This is a hands-on principal role that combines deep technical expertise with strategic advisory impact. The successful candidate will design and implement end-to end AI pipelines, prepare high-quality datasets, and ensure models are explainable and reliable. They will also identify risks, issues, address issues and explore key questions throughout projects. This role will be part of a team that collaborate with other central banks, international partners, and policy experts to deliver projects from start to finish.

 

This role also involves mentoring junior staff, established engineering best-practices for the team, and advising leadership on AI opportunities and risks in a central banking context. Given the small size of the team, this person will need to provide strategic guidance while actively delivering solutions that serve the global central banking community. This role includes close collaboration with BIS departments, committees and multiple BIS innovation hub centres worldwide.

 

More specifically you will:

  • Lead end-to-end AI projects, from problem definition and design to implementation, testing and handover.
  • Define project goals, scope, timelines and deliverables with supervisory and policy counterparts.
  • Manage work with third party suppliers and vendors, as required.
  • Prepare clear project reports, technical documentation and deliver briefings to senior management, leaders and policymakers on progress and findings.
  • Architect and develop ML pipelines, including data ingestion, feature engineering, graph and neural network technologies, training, deployment and monitoring.
  • Implement model explainability and bias-detection techniques suitable for supervisory use.
  • Translate analytical results into decision-ready insights, dashboards and tools.
  • Conduct targeted AI research and co-author internal notes or thought-leadership pieces.
  • Represent the team at conferences, workshops and external working groups, presenting technical work where appropriate.
  • Act as an adviser to the centre head, as required.

 

What You Will Need to Succeed

  • Proven experience in AI and machine learning, preferably in financial services contexts.
  • Strong technical expertise in AI application development, solution architecture and design.
  • Skilled at rapidly prototyping and delivering proof of concept solutions.
  • Experience with Microsoft Azure, Microsoft AI stack and graph technologies such as Neo4j
  • Strong programming skills in SQL, Python, and with ML libraries (e.g. scikit-learn, XGBoost, TensorFlow/PyTorch)
  • Deep understanding of graph technologies, neural networks (GNNs), machine learning algorithms, data structures, and AI frameworks.
  • Experience deploying ML models to production in secure environments, particularly both large and small language models
  • Experience maintaining operational ML systems.
  • Knowledge of synthetic data generation and use for testing, training, or privacy purposes.
  • Experience managing procurement and external vendors or contractors.
  • Strong problem-solving and analytical skills.
  • Excellent communication skills, able to bridge technical and business domains.
  • Understanding of AI safety and security risk and mitigation strategies.
  • Pragmatic, flexible, collaborative and proactive attitude and approach
  • Quick learner, able to absorb and apply new concepts critically.

Your Education and Experience

This position requires a graduate degree in Computer Science, AI, Data Science or a related field, and at least 7 years of relevant experience, including significant experience in AI expertise in financial applications and regulatory environments, with a proven track record of leading end to end projects. A combination of education and experience may also be considered.

Language requirement

The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French.  The position language requirement is Level 5 (Fully Functional).  If a qualified candidate who meets the language requirement of the position is not found, a qualified candidate who does not meet the language requirement may be considered. Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

    • Salaries are based on qualifications and experience and typically range from $153,721 to $180,848 (job grade 19)
    • The Bank offers an incentive for successfully meeting expectations at  7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.

    • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
    • Option to join the indexed, defined-benefit pension plan after 24 consecutive months of service
