What you will do 
Under the general direction of the Director of Financial Policy and External Reporting (FPER), you will be focused on researching, analyzing, developing, and supporting tax reporting and tax policy for the Bank of Canada, the Bank’s two pension funds and others, as appropriate.

 

You will regularly review and evaluate internal policies, legislative changes, financial guidelines and requirements, and industry best practices as they pertain to tax reporting and compliance for the reporting entities. You are accountable, with other team members, for the preparation of indirect tax fillings, routine CRA remittances, annual tax filings (T4RSP, T4RIF, RL2, NR4, etc.), and other reconciliations as required. In addition, you will be responsible for the preparation of other non-complex tax filings and assist in the preparation of complex tax filings. You will regularly interact with internal stakeholders to provide information and guidance on tax and regulatory requirements as well as with external regulators (CRA and RQ). 

 

In collaboration with the Senior Tax Specialist, you will analyze tax scenarios to provide recommendations that support the strategic direction of the Bank and guidance to the department(s) to ensure that policy and regulatory objectives are in compliance with legislation. 

 

You will also participate in research projects and provide tax expertise for projects, policies and changes Bank-wide in order to ensure relevant stakeholders understand the tax reporting implications of decisions being made. You will collaborate on documenting technical interpretations and tax policies to be implemented by operational teams.

 

What you need to succeed

  • knowledge of the Excise Tax Act and its application to financial institutions/defined benefit pension plans 
  • knowledge of the Income Tax Act
  • effective communicator, able to clarify complex information and convey sensitive information 
  • ability to quickly grasp the essence of complex issues, diagnose multi-dimensional problems and develop solutions to address them and conduct research to determine trends
  • good change management skills, ability to facilitate heterogeneous groups as well as indirectly influence others and effectively gain their commitment by using a network of contacts or by enlisting third parties to build support
  • practical knowledge of project-management principles and techniques 
  • ability to research and interpret relevant tax legislation, including international tax treaties


Nice-to-have 

  • experience with non-resident withholding taxes (regulation 105, RSP withdrawals, etc.)
  • experience advising on the tax treatment for registered estate transactions
  • experience preparing relevant tax slips (T4RSP, T4RIF, NR4, etc.)
  • experience in a bank or other financial institution(s)

 

Your education and experience
The position requires a CPA designation (CA, CMA or CGA), with an active membership in good standing, 3-5 years of relevant work experience or an equivalent combination of education and experience may be considered. Completion of in-depth tax program(s) is considered an asset.

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a substantial part of each month as part of the Bank`s hybrid work model, and they are expected on site at the Bank location a minimum of eight days per month to help build connections between colleagues.   • Salaries are based on qualifications and experience and typically range from $90,535 to $106,512 (job grade 16)
  • The Bank offers an incentive for successfully meeting expectations at  5 to 7% of your base salary. The Bank offers additional performance pay (3%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
