The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and the development of a technical architecture to realize a CBDC pilot system.

The Challenges
We aim to design a CBDC with cash-like properties in digital form: 

  • Private: While not aiming for cash-like anonymity, CBDC should be highly private yet meet the obligation to be compliant with anti-money laundering and other regulations. 
  • Universally accessible: Regardless of their circumstances, CBDC should be usable by all Canadians, even by those without a bank account or access to a cellular phone, in remote communities not well served by cellular networks, and/or those with sensory, motor and cognitive impairments. 
  • Resilient: CBDC should continue to work even during electrical power and network outages. 
  • Secure: CBDC must have the highest levels of security so Canadians can use it with confidence, as they do our banknotes.

 

We will design an architecture into which these properties are coherently embedded, with a potentially multi-decade evolving lifespan, supporting a business model designed to achieve CBDC policy goals.

 

The System architecture team is responsible for providing leadership in the design and selection of a core issuance, transaction and settlement platform for the retail CBDC system, while best balancing the range of potentially competing goals.
 

What you will do                                                                                                                                                                                                    

Reporting to the Assistant Director, Fintech Research team in the IT Services department, you use your expertise and intellect to one or more areas of core system architecture of a retail CBDC system. This is a once in a generation opportunity to contribute from the ground up to the architecture of a digital currency system of national significance. Working in a talented and diverse team you touch all phases of a research and development project towards meeting challenging policy goals.


You will have the opportunity to use your specialized skills, develop these further and contribute to other areas of the project by:

  • Providing design leadership in one or more areas of core architecture such as:
    • evaluation of vendor solutions and proposed customizations to fulfill our mandate for CBDC
    • performance and scalability of the real-time settlement layer
    • integration with payment rails, third party payment systems and point of sale systems
    • platform and API design
    • atomic offline value transfer and interoperability.
  • Contributing to the development of a contingent CBDC system, including proofs-of-technologies with external vendors.
  • Participating in forums, research engagements and collaborations with standards organizations, academic institutions, government departments and banking related institutions to represent the Bank’s interests in the area of retail CBDCs.
  • Identifying gaps, monitoring industry and research trends and investigating emerging technologies to apply them to the CBDC architecture.
  • Explaining and justifying design choices to business stakeholders.
  • Collaborating with IT teams to ensure that the solutions fit into IT infrastructure and is supported by corporate standards and practices.

 

What you need to succeed                                                                                                                                                                                

 We are looking for talented individuals from a software and system architecture and engineering background who are accomplished in several of the following areas:

  • Experience in:
    • conceiving and guiding the development of solutions architectures for highly scalable, resilient and performant systems, spanning a range of technologies, through the full lifecycle to production
    • using at least two major programming languages (Java, C++, Python, Ruby)
    • using platforms and technologies related to payments and settlement systems
    • designing platform systems and an ecosystem on which third parties can build value-added services
  • Knowledge of:
    • design and deployment of web-scale services and applications in the cloud
    • current and emerging payments standards such as ISO20022 & ISO8583; 

 

We are also looking for someone who demonstrates:

  • Creativity: Able to devise solutions to hard problems
  • Intellectual leadership: Able to acquire and apply mastery of subject matter with others
  • Versatility: Able to contribute to areas outside immediate expertise and adapt quickly to new technical areas as needed, while being able to synthesize a large volume of information in a rapidly evolving field

 

 Nice-to-have

  • Knowledge or good understanding of:
    • the design of core aspects of cryptocurrency systems and technologies, whether blockchain and non-blockchain based
    • payments rails and interfaces, point of sale and online payments systems 
  • Certifications in Public cloud and enterprise architecture such as AWS, MS Azure, TOGAF

 

Your education and experience
The position requires a bachelor’s degree in Computer Science, computer engineering, electrical engineering or a related discipline with a minimum of five years of recent relevant work experience. An equivalent combination of education and experience may be considered.

 

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of intermediate (level 3) in second official language. Training may be provided to help reach the required level of functional (level 4) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Secret 
  • You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

  • Salaries are based on qualifications and experience and typically range from $95,500 to $119,400 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
