Senior Policy Advisor

About the position
The Canadian Economic Analysis Department (CEA) provides economic analysis, projections and research to support the Bank’s monetary policy function. Within this department, the Monetary Policy Report Division participates in and oversees the department’s contribution to the Bank of Canada’s Monetary Policy Report (MPR). Under the direction of a Senior Policy Director, you ensure that the department’s contribution to the MPR is high quality. In doing so, you aggregate the analysis produced by various divisions in CEA into the MPR and you ensure the coherence of the overall MPR narrative. You also participate in the identification of key risks to the economic outlook. Furthermore, the division contributes to a wide range of requests by Governing Council members on matters not related to the MPR.  


The intent is to staff this position at a job grade 21. Based on the experience, knowledge and competencies, the position may be staffed at job grade 20. 

Your future responsibilities

  • communicate the view of the department to Senior Management through the drafting of the Canadian section of the Monetary Policy report
  • manage requests related to the MPR
  • play an active role in the elaboration of the economic scenario for the MPR
  • contribute to requests by Governing Council members (for example speeches, briefing notes and special projects relevant to the department)
  • support the department’s broad management objectives, participate in the formulation and implementation of work plans and other activities of the department
  • lead, coordinate and conduct original, high-quality economic analysis and research on macroeconomic issues that are relevant to the department
  • contribute to the Bank's communication strategy by engaging in dialogue with various audiences regarding the Bank and monetary policy
  • manage workplan and provide coaching and feedback to internal employees on their analytical work and help them effectively communicate insights to stakeholders


Your education and experience

  • PhD in economics or finance with a minimum of nine years of recent relevant work experience in economic and policy analysis


  • master’s degree in economics or finance with a minimum of twelve years of recent relevant work experience in economic and policy analysis


  • an equivalent combination of education and experience may be considered


Your knowledge and skills 

  • excellent oral and written communication skills and proven ability to communicate complex, technical concepts in a concise and clear manner which result in effective partnerships with Bank management 
  • strong interpersonal skills, including the ability to lead and work collaboratively within a team, promote integration and co-operation across departments and functions 
  • flexibility in carrying out various tasks, in some cases under significant pressure and tight deadlines, and ability to effectively manage own schedule and priorities to ensure that projects are completed in a timely manner and to a high standard
  • demonstrated experience in producing high-quality and timely policy analysis and ability to conduct research projects on relevant policy issues 
  • ability to analyze complex issues, diagnose multi-dimensional problems and devise appropriate responses or strategies
  • knowledge of monetary policy and econometrics



  • capacity to develop and maintain productive relationships with a wide range of internal and external stakeholders
  • demonstrated experience in preparing economic projections and conducting current analysis activities 
  • experience drafting public policy documents such as the Monetary Policy Report, the Financial System Review or the Business Outlook Survey


Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $172,000 to $214,650 (job grade 21)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
