About the position
Reporting to the Director, Facilities, Crisis Management and Continuity, the successful candidate will help strengthen the Bank’s operational resilience and continuity of operations capabilities in an increasingly complex and evolving risk environment.
This role supports the execution of the Bank’s enterprise-wide resilience and continuity program and focuses on planning, coordinating, and validating continuity capabilities across the organization to ensure critical business services can be sustained through disruption.
What you will do:
You will play a key role in translating resilience strategies into action—designing and delivering exercises, testing Continuity of Operations Plans (COOP), and collaborating with stakeholders to ensure recovery strategies are practical, effective, and ready to be executed when needed.
More specifically, you would be responsible to:
- Advance resilience strategy execution: Execute initiatives aligned to the operational resilience roadmap, including scenario testing and validation of recovery capabilities for critical services.
- Plan and deliver continuity exercises: Lead the end-to-end planning, coordination, facilitation, and evaluation of tabletop exercises, simulations, and COOP validation activities across the Bank.
- Validate continuity and recovery plans: Support the testing of COOPs and recovery strategies to ensure they are actionable, aligned to business needs, and effective under disruption scenarios.
- Drive continuous improvement: Identify gaps, risks, and lessons learned from exercises, tests, and incidents; maintain action logs; and support follow-up activities to strengthen continuity and resilience practices.
- Develop resilience artifacts: Produce and maintain key deliverables such as exercise plans, facilitation materials, after-action reports, risk and issue logs, and status reporting.
- Support reporting and governance: Contribute to resilience reporting for senior management and enterprise risk committees through analysis and preparation of program updates.
What you need to succeed
You are a collaborative and analytical professional who works effectively across teams to coordinate activities, facilitate sessions, and deliver tangible outputs. You can turn plans into actionable steps and ensure follow-through.
- Strong communication skills, with the ability to facilitate discussions and clearly document outcomes.
- Solid understanding of operational resilience and business continuity concepts, with a focus on practical application.
- Experience planning and coordinating tabletop exercises, simulations, or testing activities.
- Strong organizational and coordination skills, with the ability to manage multiple activities and stakeholders.
- Ability to translate requirements into structured plans, materials, and deliverables.
- Experience developing continuity documentation, exercise materials, and after-action reporting.
- Working knowledge of project management principles to support delivery of initiatives.
Nice-to-have
- Experience supporting enterprise-level resilience, continuity, or emergency management programs.
- Experience in exercise design, facilitation, and lessons learned tracking.
- Familiarity with large, complex organizational environments and cross-functional coordination.
Education and Experience
Your education and experience demonstrate the competencies required for the role. We are seeking candidates with a relevant academic background and 7+ years of experience in operational resilience, continuity, or related fields.

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French. The position language requirement is Level 5 (Fully Functional). Hybrid Work Model
The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. - Salaries are based on qualifications and experience and typically range from $111,055 to $130,650 (job grade 17)
- The Bank offers an incentive for successfully meeting expectations at 7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
