The Security and Intelligence Operations and Program (SIOP) team is led by an Assistant Director who is supported by two Senior Managers and SIOP forms part of the Security Risk Management Office (SRMO) within Corporate Security Services (CSS) at the Bank of Canada. CSS operates under three lines of defense and SIOP shares first line responsibilities with Physical and Personnel Security (PPS) and is the operational arm of SRMO. In addition to supporting second line functions, SIOP has primary responsibility for the following areas:

 

  • Monitoring, analyzing and reporting on security threats to the Bank of Canada and Canada’s financial infrastructure
  • Security Incident Response: monitoring, alerting, analyzing, and reporting
  • Central Security Intake: monitoring the CSS Security Inbox, assessing and prioritizing incidents and requests
  • Establishing and fostering an information-sharing network of key security, intelligence and law enforcement partners
  • Designing, developing and implementing first line security programs, including:
    • Security Intelligence Program
    • Travel Security Program
    • Security Investigations Program
    • Security Awareness Program
    • Technical Security Counter-Measures (TSCMs) Program

 

What you will do
As Senior Manager, you are first and foremost a people leader and will be leading a team of 5-10 security professionals with varying areas of expertise and skills. You will provide coaching and development to contribute to a high-performing team and will provide guidance and direction towards the achievement of strategic and operational objectives and will contribute to the overall success of SRMO and CSS. 

 

As the Senior Manager, you are responsible for the following key tasks:

 

  • Providing strategic guidance and direction in the development, implementation and ongoing evolution of first line CSS programs
  • Leading a corporate-wide Security Awareness Program in partnership with key business stakeholders across the Bank to share business appropriate knowledge with established security policies to minimize security risks
  • Protecting, detecting, and responding to the technical exploitation of Bank of Canada facilities by adversaries
  • Overseeing and ensuring the quality of technical security services provided to the Bank of Canada
  • Executing comprehensive, risk-based technical security advice and general counter-intelligence/ security support
  • Leading security incident forensics analysis and supporting security investigations, and providing technical assistance and expertise
  • Reviewing, analyzing, and resolving difficult and complex technical security problems (independently and as part of a team)
  • Resolving and/or recommending solutions to conflicting security requirements, security incidents or issues
  • Overseeing the duties of Third-Party Contractors delivering technical security counter measures

You must have excellent communication skills, the ability to adapt quickly to changing priorities and demands, and you must be capable of planning, organizing and managing multiple projects and tasks concurrently within tight time frames while setting and managing client expectations and delivering on commitments.

  • Certified Forensics Examiner
  • experience in the following areas: Intrusion Detection Systems, Video Surveillance Systems, TEMPEST and SCFI construction standards
  • Technical Security Counter-Measures and knowledge of TSCM equipment and tools
  • Open Source Intelligence research and analysis skills, including Dark Web


Your education and experience
The position requires a combination of:

 

  • a bachelor’s degree in one of the following fields: cyber security, computer science, engineering, information security, security studies or a related field
  • a minimum of six years of experience in various security threat/risk assessment environments such as cyber security, technical investigations, law enforcement, security, government, or private sector
  • a minimum of two years of strategic and tactical people leadership experience of team of professionals including specific experience related to coaching and developing people

 

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Top Secret 
  • Relocation assistance may be provided, if required

  • Salaries are based on qualifications and experience and typically range from $94,100 to $117,600 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
