The increasing pace of technological development calls for a broader range of IT capabilities and more agile IT organizations. ITS must ensure staff and resources are equipped with the right technical/digital skills to keep supporting the Bank’s core mandate and mission critical applications.

 

As such, it is imperative for the ITS department to:

  • Equip people with the right skills and competencies needed for the future
  • Develop simple and clear learning paths to support upskilling
  • Design modern roles that align with the market
  • Develop multi-channel growth and development opportunities
  • Evolve a workforce that is adaptable to environmental shifts

 

What you will do 
With dual reporting relationships to ITS and HR, the Senior Learning Specialist will help Bank employees develop the skills necessary to adapt to a digital future and thrive in an ever-evolving environment, including: 

  • IT practices: DevOps, Scrum, Agile, Software Development, Machine Learning, Automated Testing, etc. 
  • Use of Tools: Data Visualization, Robotic Process Automation, DevOps Tool Chain, etc. 
  • IT Architecture: Microservices, Containerization, etc.

 

In this capacity, you will:

  • Provide guidance (benchmarking, tools, systems, innovative approaches, initiatives) towards the establishment of an IT learning program 
  • Support the department in the design, development and implementation of a blended learning strategy aimed at optimizing the learning process 
  • Assess technical learning needs 
  • Develop learning practices and initiatives that reflect the latest development in the industry and that link skills gaps to learning activities 
  • Serve as lead for the implementation of departmental initiatives 
  • Act as a content curator and liaise with leaders and subject matter experts (SMEs) to identify appropriate learning activities  
  • Ensure the development of internal capabilities and maintenance after implementation
  • Work in partnership with HR/LED in implementing Corporate training programs with ITS staff and to ensure business development needs, functional training requirements and road maps to deliver eLearning solutions are aligned with the Bank’s corporate learning strategy.                                                                                        

 

What you need to succeed

  • Expertise in the fields of pedagogy, andragogy, heutagogy, and different theories of adult education 
  • Expertise in the use of current and leading-edge technologies in support of learning, as well as in-depth knowledge of industry trends in e-learning, blended learning and digital solutions. 
  • Ability to effectively analyze, synthesize and present complex materials from a variety of sources independently to formulate recommendations, establish a strategy and communicate a vision
  • Ability to communicate (written, oral and visual) effectively in both official languages 
  • Ability to present information clearly and concisely
  • Flexibility to move between strategic and tactical assignments as required
  • Ability to adapt a dynamic environment with shifting priorities 
  • Demonstrated experience designing and developing learning in an IT organization and a proven ability to understand complex technology landscapes 
  • Demonstrated experience working in conjunction with communication teams to provide effective communications through a variety of methods 
  • Demonstrated experience in instructional design and/or learning architecture


Nice-to-have

  • Experience working in an agile environment and/or scrum teams
  • Deep knowledge of market leading learning providers and platforms

 

Your education and experience 
The position requires a University Degree in Education, Instructional Design, Adult learning or Andragogy or related field and a minimum of seven (7) years of recent and relevant work experience in building learning programs 
or an equivalent combination of education and experience may be considered. 

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of intermediate (level 3) in second official language. Training may be provided to help reach the required level of functional (level 4) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Reliability 
  • Relocation assistance may be provided, if required

  • Salaries are based on qualifications and experience and typically range from $94,100 to $117,600 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
