Senior Business Analyst

 
Take a central role 
The vision for the Canadian payments ecosystem is a modern payment system that is fast, flexible and secure, promotes innovation, and strengthens Canada's competitive position which also supports Canada’s economic well-being and Financial systems’ modernization goals.  As such, the Bank of Canada plays a role on two major fronts: first as a Payments Systems Oversight ensuring a stable and well-functioning Financial system and, secondly as a participant/operator in the Clearing, Payments and Settlement activities. Payment Canada, the Financial institutions, the Canadian Payments Industry and the Bank of Canada are all engaged in a multi-year Payments’ ecosystem modernization journey which will, amongst other things, be replacing LVTS and ACSS and introducing a new real-time retail payment system.

About the position
Reporting to the Director, Strategy Analysis & System Support in the Funds Management and Banking (FBD) Department, you are primarily responsible, in the context of  the Payments Modernization transformation program, for providing business systems analysis to the business line in the context of evolving the operating framework for Banking Operations critical operations, and more specifically in relation to the impacts to the High Availability Banking Systems (HABS), SWIFT, business continuity, non-functional requirements and disaster recovery solutions. 

You conduct research and analysis and apply, as required, architectural principles to define, maintain and evolve the structure of Banking Operations in terms of the business processes and information flows associated with the delivery of business line services. You maintain a high degree of collaboration with the operations management group, senior colleagues and other internal stakeholders to create, enhance and maintain operational excellence. You work closely with the Business System Architect to ensure that all processes and information flows are aligned with the technical solutions employed to support the business.

 

FBD's business stakeholders include the internal owners of applications, the external owners of applications that are used internally (such as Payments Canada with the Large Value Transfer System (LVTS) and the Automated Clearing and Settlement System (ACSS)), the financial institutions, as well as various development and support groups within the Bank (including ITS).


Your future responsibilities

  • study and analyze business operations to understand their principles, fundamentals and objectives, and manage the risks associated with changes brought by the Payments Modernization initiative
  • study and analyze the business environment to identify developments, trends, pressures and threats likely to have an impact on the business, and recommend the appropriate response 
  • provide direction and guidance to business management by conducting high-quality analysis and recommending courses of action
  • assist in the development of a strategic direction for the business service portfolio of the business line to meet evolving business objectives 
  • maintain and strengthen long-term relationships or partnerships, as required with internal and external business partners (Payments Canada, FIs, CDS, SWIFT) 
  • lead and contribute to implement changes related to Business initiatives
  • bridge processes and procedures with contingency measures and the Bank’s risk framework
  • provide subject-matter expertise related to financial systems and funds management to internal and external committees 
  • drive continuous improvement through internal feedback to team members and colleagues, mentorship to junior staff, sharing of technical and professional experience, and the promotion of analytic thinking and innovation
  • stay current with business systems architecture best practices and integrate them as appropriate
  • ability to participate and function in an Agile/Scrum environment


Your education and experience

  • bachelor’s degree in business administration, commerce or related discipline with eight years of pertinent experience, including complex business analysis and exposure to a business operational environment

or

  • a minimum of 8 years of relevant experience providing consultation in the development of business requirements and the delivery of business analysis, ensuring proper consideration of people, processes, systems design and technology

 

Assets 

  • knowledge of Canada’s financial system & familiar with Payments Canada’s Modernization initiative
  • business continuity, disaster recovery, problem root cause analysis experience
  • experience with SWIFT solutions
  • international Institute of Business Analysis (IIBA) certification, Project Management Institute (PMI) certification or relevant professional designations
  • knowledge of Agile approaches as well as LEAN & SCRUM certification
  • understanding of business processes related to the front, middle and back office

You have the ability to recognize process inefficiencies and apply architectural principles to business solutions and can assimilate and correlate disconnected documentation and information and articulate their collective relevance to the business line. You think strategically in order to understand the context and capabilities of the organization and the potential impact of change. 


You have knowledge of business analysis techniques, including modelling, functional decomposition, gap analysis, stakeholder analysis and operational risk assessment which enables you to create high-level models used in analysis and have the ability to model business processes and business information flows. 
 

 

Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $87,500 to $108,100 (job grade 17)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
