The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and the development of a technical architecture to ensure the development of a world-class inclusive user experience.

The Challenges
CBDC is a new product category. It can be viewed as a potential major new enterprise within the organization. As such a new enterprise design will need to be created to meet requirements and constraints that achieve policy goals in a changing technology, payments, business, economic and policy environment. 


What you will do
Working with the Assistant Director, CBDC System and Business Design you will utilize your experience to help support the design of a digital currency product and services to meet our policy goals and the needs of millions of users, merchants and other stakeholders.


More specifically you will:

  • Establish the strategies and processes to capture and manage the product requirements, use cases and artifacts across the enterprise and throughout the product development lifecycle 
  • Champion the information gathering by eliciting the details of product requirements in discussion with stakeholders and team members
  • Maintain an up-to-date product requirements database and its associated business processes 
  • Conduct business analysis to bridge the gaps between business needs, user needs and technologies to achieve policy goals
  • Assess the impact of the proposed enterprise requirements on the solution(s) and collaborate with the team to propose resolution measures and mitigation strategies


What you will need to succeed
We are looking for someone who is or has:

  • Proactive with an innovative approach capable of contextualizing multiple inputs, assimilating and correlating disconnected information, and articulating their collective relevance to the business line to develop concise solutions and recommendations
  • Outstanding partnership skills, in a complex environment, with the capacity to influence others to move toward consensus
  • Initiate participative discussions and promote the socialization of ideas and team-based work reviews
  • Outstanding communication skills 


We are also looking for someone with the following technical skills:

  • Knowledge of business analysis techniques, including modelling, functional decomposition, gap analysis, stakeholder analysis and operational risk assessment
  • Experience in or with:
    • modelling business processes and business information flows  
    •  requirements management tools such as DOORS, Jira, etc.



  • Exposure or involvement at the early stages of retail product business creation and growth
  • Experience of business analysis with stakeholders such as merchants, payment system providers, FinTech, etc.


Your education and experience
This position requires a bachelor’s degree with pertinent experience working with complex systems development projects as well as a minimum of 10 years of experience in large enterprise IT solutions. A combination of education and experience may also be considered.

Hybrid Work Model  
The Bank is moving towards a hybrid working model which will allow most employees to telework up to 50 percent of the time, balanced over a two-week period. This position is temporary and can be staffed remotely from anywhere in Canada. In the event that the position becomes regular/indeterminate, you will be required to adhere to the hybrid model and may be required to relocate to Ottawa. Relocation assistance may be offered by the Bank.

  • Salaries are based on qualifications and experience and typically range from $86,800 to $108,500 (job grade 17)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (5 to 7% of your base salary) or for exceeding expectations (10% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
