The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and the development of a technical architecture to realize a CBDC pilot system.

What you will do 
A key component of the Bank of Canada’s external communications strategy is stakeholder relations. Effective engagement with the individuals, groups and organizations that are, or could be, affected by the Bank’s activities and policy decisions can generate significant value in terms of more informed decision-making, greater transparency and accountability, more effective risk management, better informed audiences, and a greater stock of confidence and trust.

 

The Senior Analyst collaborates with fellow Stakeholder Relations team members and other colleagues in the Communications Department, as well as across the Bank, to provide strategic direction and advice on the Bank of Canada’s relations with external stakeholders, ensuring alignment with core objectives and communications strategy. 

 

The position will focus on multi-year CBDC program which is of major social significance. Stakeholder engagement in support of this program is critical to ensuring that the development of the contingent CBDC responds fully to the needs of Canadians, including all sectors of society and industry. By advising on, planning, executing and evaluating stakeholder engagement activities, the position plays a key role in strengthening relationships with key stakeholders and reinforcing confidence in the Bank’s ability to deliver on its mandate.

 

As the Senior Analyst in the Stakeholder Relations team, you:

  • provide expert advice on the planning, implementation and evaluation of stakeholder engagement activities
  • ensure that stakeholder relations considerations are embedded into Bank activities and initiatives
  • analyze the external and internal environment to identify opportunities to generate value for the Bank through stakeholder engagement
  • develop and provide advice on communications products for multiple channels, including digital media, social media and media relations, to support stakeholder relations activities
  • research, design and recommend new approaches, policies, programs and products to meet evolving stakeholder relations needs and objectives.

 

What you need to succeed

You must be an effective communicator who can build and cultivate cooperative relationships and develop strategic linkages and partnerships with different audiences, both internal and external to the Bank. 

 

You are a self-starter who finds innovative ways to solve problems, make sound decisions and recommendations, you are adaptable to change, and you provide high-quality results under pressure.

 

Your strong project management and organizational skills make you an ideal candidate to work within an environment where cooperation, coordination and flexibility are required. 

 

You have experience:

  • developing stakeholder engagement plans
  • planning and implementing public consultations and stakeholder engagement activities
  • providing expert advice and recommendations to senior leadership
  • working with customer relationship management (CRM) software and digital communications platforms

 

Nice-to-have 

  • experience working in a Crown corporation or similar environment
  • knowledge of the Bank of Canada’s functions, policies and external communications objectives
  • knowledge of the Canadian economy, financial industry and digital currencies
  • experience in strategic planning

 

Your education and experience
The position requires a master’s degree in communications, journalism, political science, economics, or other related field along with six to eight years of experience in corporate communications or public affairs, including three years of senior-level experience in stakeholder or public engagement. An equivalent combination of education and experience may be considered.

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $94,100 to $117,600 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
