Senior Access to Information and Privacy Specialist

About the position
The Bank of Canada Access to Information and Privacy (ATIP) Office in the Executive and Legal Services (ELS) Department provides timely and effective expertise related to compliance with the Access to Information Act and the Privacy Act, as well as responses to Parliamentary Questions. This team provides strategic and authoritative advice as it relates to privacy activities across the Bank and promotes an effective privacy compliance culture including awareness and accountability for identifying, assessing and managing risks. The Bank is seeking to fill two Senior Specialist positions to play a key role in the compliant processing of ATIP requests and the management of privacy risks in the context of advances in technology and the proliferation in digitization.

Your future responsibilities
Access to Information expertise:
As the Senior Specialist, you play a leading role in processing sensitive ATIP requests that often require negotiations with internal and external stakeholders.  You oversee, review, evaluate and correct the work done by ATIP Analyst on all ATIP requests prior to the final review from the Director.  You also provide advice to the public, managers and employees related to ATIP procedures and the application of ATIP exemptions. You play a key role in the cohesive and efficient functioning of the team. 

Privacy expertise:
As a subject matter expert, you promote an effective privacy compliance culture within the Bank by providing advice to Bank staff on the appropriate management of personal information for a variety of Bank programs and projects. You proactively identify areas of risk through the collaborative completion of various privacy risk assessment tools. You research and keep abreast of regulatory guidance, emerging risks and leading practices related to privacy risks. Working in collaboration with the Director on developing and implementing the policies, procedures, and practices used to interpret and apply the legislation, you provide advice and guidance to colleagues, Bank management, and external contacts to ensure appropriate practices are in place and understood.


Your education and experience

  • bachelor’s degree and a minimum of seven years of related work experience in either Access to Information or Privacy expertise


  • an equivalent combination of education and experience may be considered

Your knowledge and skills 
You have extensive knowledge of Access to Information and Privacy legislation with the ability to interpret and apply key aspects of ATIP legislation in the context of the Bank. You have strong analytical and problem-solving skills which will allow you to make sound recommendations, decisions and ensure best practices in work processes are applied. You have outstanding interpersonal, listening and negotiation skills along with reputation for building and maintaining good relationships meanwhile proactively anticipating and responding to clients’ needs. 


You have excellent attention to detail as well as excellent judgment in dealing with sensitive issues. You understand the principles of professional conduct and ethics and excellent communication skills to provide impartial, independent advice and foster trust and credibility with clients and team members. You have superior organizational, coordination as well as planning skills that enables you to adapt quickly to changing priorities and demands, and plan, organize and manage multiple initiatives. 


You are a strong team player with the capacity of influencing others and can work independently with a broad range of Bank officials at all levels. You understand the benefits of collaboration by initiating and contributing to open and participative discussions and debate and promoting an environment that supports the socialization of ideas and team-based review of work.


Being adaptable and willing to learn are also key requirements for this position.


Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $83,900 to $104,800 (job grade 17)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
