Did you know?
The Security and Intelligence Operations and Program (SIOP) is part of the Security Risk Management Office (SRMO) within Corporate Security Services (CSS) at the Bank of Canada. CSS operates three lines of defense and SIOP shares first line responsibilities with Physical and Personnel Security (PPS). SIOP is responsible for:

  • monitoring, analyzing, alerting and reporting on security incidents / security threats which could impact the Bank and Canada’s financial infrastructure
  • security programs (e.g. Security Awareness Program, Security Intelligence Program, Travel Security Program, Security Investigations Program)

 

What you will do 
As a Security Awareness Analyst, you will support the development and delivery of the Corporate Security Awareness Program as well as SIOP operational responsibilities. In this role you will be responsible for promoting security culture and secure behaviours through engaging, effective, and comprehensive security awareness and training deliverables. You will also be entrusted with significant responsibility and accountability to accurately assess and analyze critical information or intelligence and to identify and report on evolving security incidents impacting the Bank. 

 

You will assess the criticality of various types of incidents quickly and accurately and decide whether they need to be reported and / or escalated immediately, and who within the organization must be informed. In some circumstances, you may need to make immediate decisions independently.

 

In addition, you will:

  • support the design and development of Security Awareness materials such as eLearning courses, presentations, speaker notes, facilitator guides, video/multimedia, job aides, and surveys
  • facilitate and deliver instructor-led in-person and virtual training to diverse audiences
  • monitor potential threats to the Bank and report critical incidents with internal/external stakeholders
  • manage and monitor the central security inbox and phone line; assess, triage and respond to various security related inquiries, while maintaining the threat intelligence database 
  • conduct threat assessments to help mitigate risks to the Bank’s physical assets and personnel as well as determine threat level for countries where employees are travelling and deliver security briefings to employees travelling to medium and high-risk destinations
  • collect, analyze, and report on intelligence and prepare intelligence reports and foster external partnerships with stakeholders 
  • conduct security investigations under the direction of the lead investigator 

 

What you need to succeed
We are looking for an effective communicator who can interact with all levels of employees from across the Bank, including senior leaders and with external partners from the security, intelligence, and law enforcement communities. You have outstanding interpersonal, excellent writing, briefing and presentation skills. You will also have a solid understanding of confidentiality and the need-to-know principle. 

 

You work well under pressure and meet very tight timelines while managing multiple requests. You have excellent and well-developed analytical skills and experience in drafting, publishing, maintaining, and managing training materials as well as strategic, operational, and tactical intelligence reports and translating information into a format and text that can be easily understood by non-security professionals. You are able to articulate why the Bank needs specific types of information and how the information is used to inform decision-making. 

 

Nice-to-have 

  • Previous experience evaluating and recommending appropriate facilitation and delivery methods for training (e-learning, multimedia, workshop, classroom, blended solutions, etc.) based on the results of a comprehensive needs analysis
  • previous experience / exposure working for or with security /intelligence or law enforcement agencies
  • knowledge of and experience with Government of Canada Harmonized Threat and Risk Assessment (HTRA) methodology

 

Your education and experience
The position requires a bachelor’s degree in international relations, political science, security studies, criminology or a related field and a minimum of five years of relevant experience in the area of security threat analysis or an equivalent combination of education and experience may also be considered.

 

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Be eligible to obtain Top Secret 
  • Relocation assistance may be provided, if required

Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a substantial part of each month as part of the Bank`s hybrid work model, and they are expected on site at the Bank location a minimum of eight days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

  • Salaries are based on qualifications and experience and typically range from $90,535 to $106,512 (job grade 16)
  • The Bank offers an incentive for successfully meeting expectations at  5 to 7% of your base salary. The Bank offers additional performance pay (3%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
  • Flexible and comprehensive benefits so you can choose the level of health and dental coverage that meets your needs
  • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
  • Option to join the indexed, defined-benefit pension plan after 24 consecutive months of service
