Program Manager, Facilities

Take a central role

Facilities Services is responsible for providing Bank staff and tenants with safe, functional, and efficient work environments. Primary functions include performing and overseeing the operation and maintenance of all building infrastructure owned and occupied by the Bank, managing the leases in place in Ottawa and other regions, and managing Bank spaces, workspace accommodations, furniture requests and mail services.

About the position
Reporting to the Director of Facilities Services, the Facilities Program Manager (FPM) is responsible for the asset management and investment strategy to minimize operational risk within an appropriate level of funding.  To support the asset strategy, the FPM creates the project budget based on input from the Service Provider and internal team members.   The FPM is also responsible for the successful execution of all projects, whether delivered by the Facilities Service Provider, internal resources or a third party.


Your future responsibilities
The FPM leads a small team of facilities professionals and provides ongoing performance feedback and supports the development of employees. You will contribute to the annual team work plan by developing clear objectives and deliverables and by identifying risks. You will develop operational plans, prioritize and delegate work to achieve the unit’s annual objectives, assign resources and collaborate with other teams as required.


You will monitor and evaluate the condition of all Bank buildings and facilities to establish a reliable assessment of the future requirements and identify risks to business continuity that might arise. You will establish both short- and medium-term priorities for repairs / maintenance and renovation projects and build these into multi-year plans that balance the objective of delivering an excellent experience for clients with the needs of maintaining the integrity of the buildings and systems.


You will identify and engage contractors/service providers and will monitor and review their work. You will monitor expenditures against budget, identify variances and respond to over-spends, and you will maintain an inventory of all physical assets within the facilities including an assessment of their condition, need for repair and identify their likely replacement schedule to effectively manage the life-cycle costs of assets.


Finally, you will evaluate the risk associated with project investments to ensure projects are planned and funded at the right time, minimize disruption to building occupants, maintain asset value, address asset integrity and compliance issues and leverage synergies between projects to reduce costs.


Your education and experience

  • bachelor’s degree or professional designation in Engineering or a relevant discipline and a minimum of 10 years of progressively responsible and relevant facilities management experience




  • an equivalent combination of education and experience may be considered



  • awareness and understanding of the Bank’s vision, mandate and Corporate policies

You must have excellent relationship management skills as you will be required to interact with diverse stakeholders. In addition, you must be a change contributor who can champion continuous improvement opportunities.


Your background should include experience managing projects, including construction projects, delivering projects on-time and on-budget, and you must have knowledge of applicable codes and standards and solid problem-solving abilities related to building systems and infrastructure.


Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $104,600 to $130,700 (job grade 19)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
