The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and ensuring the development of a world-class user, inclusive, experience.

The Challenges
We aim to design a CBDC with cash-like properties in digital form: 

  • Universally accessible: Regardless of their circumstances, CBDC should be usable by all Canadians, even by those without a bank account or access to a cellular phone, in remote communities not well served by cellular networks, and/or those with sensory, motor and cognitive impairments. 
  • Resilient: CBDC should have extremely high availability and best in class Service Level Objectives (SLOs) such as Recovery Time Objective RTO and Recovery Point Objective RPO. 
  • Secure: CBDC must have the highest levels of security so Canadians can use it with confidence, as they do our banknotes.
  • Private: While not aiming for cash-like anonymity, CBDC should be highly private yet meet the obligation to be compliant with anti-money laundering and other regulations. 


We will design an architecture into which these properties that are coherently embedded, with a potentially multi-decade evolving lifespan, supporting a business model designed to achieve CBDC policy goals.


What you will do
Reporting to the Director Fintech Research in the IT Services department you will use your experience to design a digital currency product and services to meet both the Bank of Canada’s policy goals and the needs of millions of users, merchants and other stakeholders.


Working with a senior technical team you will synthesise input from various internal and external stakeholders, market needs, policy goals, technical options and constraints in order to craft a coherent product architecture and design that will be a fit at a national scale and adaptable for decades into the future.


You will provide intellectual leadership to senior technical staff, guiding some trade off decisions, and making well reasoned explanations for design choices. Guided by strategic input from your Director, you will work with the Business Design Lead and others to create a product roadmap for the medium-term horizon.


In collaboration with the product delivery leadership, you will assist in the creation of product development plans, the selection of vendors and the execution of the product development as required.


Overall, you will have the opportunity to use your skills, develop these further, and contribute to other exciting areas of the project.


What you will need to succeed
We are looking for a product architect who has:

  • Retail, mass-market product architecture and design expertise
  • A deep understanding of product design and management
  • A broad understanding of technology, business, marketing, and vendor relations 
  • The ability to: 
    • synthesize a complex set of inputs and formulate a detailed digital currency product design 
    • make and explain complex trade-offs recommendations 
    • provide intellectually leadership to senior staffs towards a common purpose
    • communicate clearly and effectively with all levels of stakeholders
    • be a self-starter
    • demonstrate strong change management and interpersonal skills


Experience in:

  • Early stage research 
  • Full product life cycle from first concept to market


Your education and experience
This position requires a bachelor`s degree in Computer Science, Engineering, Mathematics, Sciences or other relevant field with pertinent experience working with complex systems development projects as well as a minimum of 5 years of experience in product design. A combination of education and experience may also be considered.

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Secret 
  • You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

  • Salaries are based on qualifications and experience and typically range from $108,100 to $135,000 (job grade 19)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
