The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and the development of a technical architecture to realize a CBDC pilot system.

The Challenges
We aim to design a CBDC with cash-like properties in digital form: 

  • Private: While not aiming for cash-like anonymity, CBDC should be highly private yet meet the obligation to be compliant with anti-money laundering and other regulations. 
  • Universally accessible: Regardless of their circumstances, CBDC should be usable by all Canadians, even by those without a bank account or access to a cellular phone, in remote communities not well served by cellular networks, and/or those with sensory, motor and cognitive impairments. 
  • Resilient: CBDC should continue to work even during electrical power and network outages. 
  • Secure: CBDC must have the highest levels of security so Canadians can use it with confidence, as they do our banknotes.


We will design an architecture into which these properties are coherently embedded, with a potentially multi-decade evolving lifespan, supporting a business model designed to achieve CBDC policy goals. Our data architecture will need to serve a range of objectives such as compliance, regulation, and research while preserving user privacy.


What you will do                                                                                                                                                                         
Reporting to the Assistant Director, Fintech Research team in the IT Services department, you will use your expertise and intellect to build an overall data strategy for the CBDC system, provide leadership in defining a data management infrastructure that meets CBDC policy goals, while exploring new data and analytics technologies to solve unique and difficult problems. 


This is a once in a generation opportunity to contribute from the ground up to lead the data strategy of a digital currency system of national significance. Working in a talented and diverse team you will touch on all phases of a research and development project towards meeting challenging policy goals.


You will have the opportunity to use your specialized skills, develop these further and contribute to other areas of the project by:

  • Defining and implementing a data strategy - including but not limited to data warehouse, data stores, data lakes and data marts - to integrate data from source systems into repositories that are optimized for reporting, compliance, analytics and other CBDC policy goals.
  • Working closely with other architects and researchers and take ownership of proposed data processing solutions and high performing scalable data pipelines for CBDC data
  • Identifying gaps and investigating emerging technologies as required 
  • Contributing to the development of a contingent CBDC system, including proofs-of-technologies with external vendors.
  • Providing intellectual leadership to other members of the team in the area of data architecture, data engineering and analytics.
  • Being involved in various design choices and presenting them to business stakeholders, 
  • Collaborating with IT teams to ensure that proposed data engineering solutions fit within IT infrastructure meanwhile being supported by corporate standards and practices.


What you need to succeed
We are looking for talented individuals from a data architecture, management and engineering background who are accomplished in one or more of the following areas:

  • Knowledge of: 
    • Current and emerging techniques for obtaining data from a variety of sources; knowledge of data architecture and data modeling
    • Big Data ecosystems
    • Data analytics including ML/AI and data pipelines
    • Different data structures, their benefits and limitations under particular use cases.
  • Experience in or with:
    • architecting and deploying data infrastructure in the cloud
    • experience using at least two major programming languages (Java, C++, Python, Ruby, etc.)
    • current and emerging payments and financial data, messaging and quality standards (e.g. ISO 8583, ISO20022)


We are also looking for someone who demonstrates:

  • Creativity: Able to devise solutions to complex problems
  • Intellectual leadership: Able to acquire and apply mastery of subject matter with others
  • Versatility: Able to contribute to areas outside immediate field of expertise



  • Familiarity with current and evolving strategies in the management and analysis of financial regulatory data e.g. FINRA
  • Familiarity with regulations pertaining to data handling in the payments space e.g. Payment Card Industry Data Security Standards (PCI DSS), PIPEDA and Privacy Act
  • Intersections and interoperability between data architectures (e.g. hand-offs) across the payments value chain


Your education and experience
This position requires a bachelor’s degree in Computer Science, Information systems, or another related discipline with a minimum of five years of relevant work experience in data engineering, data science, or software engineering

An equivalent combination of education and experience may be considered. 

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of intermediate (level 3) in second official language. Training may be provided to help reach the required level of functional (level 4) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Secret 
  • You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

  • Salaries are based on qualifications and experience and typically range from $95,500 to $119,400 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
