Their work helps advance the Bank’s core mandate to conduct sound monetary policy, and to foster a stable and efficient financial system. The Data and Digital Services (DDS) department brings together specialists from multiple domains who collaborate to deliver innovative data services, and solutions across the organization.
What you will do
Join our Digital Library and Data Licensing Services team and become part of a specialized group of information professionals responsible for managing the Bank’s centralized data and information subscriptions. You will work closely with data providers to manage vendor relationships, negotiate licensing agreements, advise on content-use compliance, and help oversee the budget for externally acquired data and information resources.
In addition, you will:
- gather requirements for data and information resources to support the Bank’s policy and research work
- lead acquisition negotiations and manage relationships with vendors, publishers and aggregators
- manage complex data and bibliographic information contracts throughout the fiscal year
- conduct market and environmental scans to maximize return on investment for new acquisitions
- develop and deliver targeted training on licensing and copyright compliance
- capture and maintain accurate metadata for the resources within your portfolio
What you need to succeed
- strong written, and verbal communication skills
- excellent analytical thinking, logical reasoning, and sound judgement
- experience acquiring, negotiating and managing subscriptions and contractual agreements for a wide range of resource formats including bibliographic databases, financial market data feeds, industry information resources, alternative data sets, e-journal packages, news sources and official statistics
- solid understanding of data licensing terms of use and Canadian copyright legislation
- understanding of cross‑functional partners such as Procurement, Legal, Privacy, Information Security, Financial Services, and Audit which support compliance and risk management across the data and information lifecycle
- ability to develop and maintain clear, well‑documented internal processes and knowledge‑sharing materials that support operational effectiveness and audit readiness
- ability to manage multiple changing priorities and meet established financial and operational deadlines
Nice-to-have
- FISD Financial Information Associate (FIA) certification
- working knowledge of AI use cases (e.g., machine learning, generative AI) as they relate to licensed data, with the ability to identify risks, restrictions, and licensing compliance considerations in vendor agreements
- experience using visualization tools to communicate service trends, content usage and funds management
- experience using workload and service management tools, such as Jira, Service Now and Power Apps
Your education and experience
This position requires a master’s degree in library and information sciences (or a related field) from an ALA-accredited institution and a minimum of 2 years of professional experience in an information/data centre. An equivalent combination of education and experience may be considered.

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French. The position language requirement is Level 5 (Fully Functional). Hybrid Work Model

- Salaries are based on qualifications and experience and typically range from $82,586 to $97,160 (job grade 15)
- The Bank offers an incentive for successfully meeting expectations at 5 to 7% of your base salary. The Bank offers additional performance pay (3%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
