Business Systems Analyst

Take a central role 

The vision for the Canadian payments ecosystem is a modern payment system that is fast, flexible and secure, promotes innovation, and strengthens Canada's competitive position which also supports Canada’s economic well-being and Financial systems’ modernization goals.  As such, the Bank of Canada plays a role on two major fronts: first as a Payments Systems Oversight ensuring a stable and well-functioning Financial system and, secondly as a participant/operator in the Clearing, Payments and Settlement activities. Payment Canada, the Financial institutions, the Canadian Payments Industry and the Bank of Canada are all engaged in a multi-year Payments’ ecosystem modernization journey which will, amongst other things, be replacing LVTS and ACSS and introducing a new real-time retail payment system.

About the position 
This poster will be used to staff up to 3 vacancies.


Reporting to the Director, Strategy Analysis & System Support in the Funds Management and Banking (FBD) Department, you are primarily responsible, in the context of  the Payments Modernization transformation program, for providing business support and business system analysis to the business line in the context of evolving the operating framework for Banking Operations critical operations, and more specifically in relation to the impacts to the High Availability Banking Systems (HABS) and SWIFT solutions.  


FBD's business stakeholders include the internal owners of applications, the external owners of applications that are used internally (such as Payments Canada with the Large Value Transfer System (LVTS) and the Automated Clearing and Settlement System (ACSS)), the financial institutions, as well as various development and support groups within the Bank (including ITS).


Your future responsibilities
When you join our team, you will; 

  • Work very closely with, and support, the Business Systems Architect in overseeing business to system knowledge management and when required, providing business authority, advice, and guidance to system development initiatives.  
  • Participate in the development and maintenance of Banking Operations’ business system architecture and design standards and principles to ensure reliability, robustness, flexibility and scalability of the systems. 
  • Convert business requirements into business system specifications and validate enhancements to the High Availability (HA) business system architecture to ensure architectural consistency.
  • Assist in the development of a strategic direction for Banking Operations’ critical banking systems by analyzing defined long-term business needs and providing sound recommendations for systems.  
  • Continuously monitor the banking technology environment to identify opportunities to improve the functioning of the business and the delivery of business services as well as how to adapt systems to the ever-changing operational context. 
  • Participate in projects and testing activities and provide subject-matter expertise to internal and external committees. 

Your education and experience

  • bachelor’s degree in business administration, commerce, computer science or related discipline and a minimum of five years of experience providing consultation in the development of business requirements and the delivery of business system analysis, ensuring proper consideration of people, processes, systems design and technology

Your knowledge and skills 

To perform your day to day work you;

  • Have a strong understanding of the underlying implicated processes, information and enabling technologies particularly those related to banking, payment and settlement operations/systems. 
  • Can think conceptually and can analyze and discern inconsistencies. 
  • Are experienced, in an agile approach, in writing and managing requirements for systems involving user workflow and rule-based processing with elaborated user interface and interaction. 
  • Have effective communication skills that allow you to conduct needs assessments with colleagues and clients to identify business requirements. 
  • Are a team player who can work with a diversity of internal and external stakeholders, while managing multiple tasks of varying complexities. In addition, you have good working knowledge of IT resources and enabling technologies. 
  • Have strong and proven leadership with the ability to deal with partial information, change, multiple priorities, as well as with a diversity of stakeholders


  • knowledge of highly-available banking and payments systems 
  • Knowledge of the Canadian Payments landscape
  • IIBA (International Institute of Business Analysis) or relevant professional designations
  • experience with software development methodologies such as Agile and Waterfall 
  • understanding of business processes related to the front, middle and back office 
  • ability to transform and optimize Business processes using LEAN
  • business continuity, disaster recovery, problem root cause analysis experience


Language requirement
English or French essential

  • Salaries are based on qualifications and experience and typically range from $82,300 to $96,000 (job grade 16)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (5 to 7% of your base salary) or for exceeding expectations (10% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
