The Project
The Bank of Canada is embarking on a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form. This project will require us to break new ground. It will take into consideration a wide variety of factors, including policy considerations, diverse stakeholder needs, difficult technical challenges and ensuring the development of a world-class user, inclusive, experience.

The Challenges
CBDC is a new product category. As such new business models and design will need to be created, with no existing examples. It will need to achieve policy goals and sustain market presence, in a complex and rapidly evolving payments eco-system. The business model will need to balance providing incentives for eco-system partners while achieving public policy goals. The business model and design will need to be adaptable to changing technology, business, economic and policy environment over multiple decades.


What will you do
Reporting to the Director Fintech Research you will use your experience to oversee the development of a business model and business design for a digital currency product and services to meet both, the Bank of Canada’s policy goals and the needs of millions of users, merchants and other stakeholders.


Working with a team of payment systems, risk and enterprise architecture specialists you will synthesise input from several internal and external stakeholders of market needs, policy goals, technical options and constraints to craft a coherent business design and business model that is fit for national scale, an increasingly digital economy and adaptable decades into the future. 


You will provide intellectual leadership to senior staff on business model design, guiding trade off decisions, and making well reasoned explanations for choices. Guided by the strategic input from your Director and the market insights team, you will lead the process to conceive viable eco-systems that produce value for all involved agents such as end-users, merchants, and intermediaries. You will design methods to field test business model options with the goal of reducing risks. 


In collaboration with internal stakeholders you will put forward options of organizational designs that will enable the Bank to sustain, efficiently and effectively, a high-quality value proposition.


Overall, you will have the opportunity to use your skills, develop these further, and contribute to other exciting areas of the project.


What you will need to succeed
We are looking for a business design lead who has:

  • Retail, mass-market business development expertise
  • A broad understanding of business, marketing, platform strategies, technology
  • The ability to: 
    • synthesize a complex set of inputs and formulate a detailed business design 
    • make and explain complex trade-offs recommendations 
    • provide intellectually leadership to senior staffs towards a common purpose
    • communicate clearly and effectively with all levels of stakeholders
    • be a self-starter
    • demonstrate strong change management and interpersonal skills


Experience in:

  • Full product life cycle from first concept to market
  • Growing a start-up or early stage digital business
  • Strategy formation
  • Platform design
  • Early stage research 
  • Master of Business Administration (MBA) with specialisations related to new products, or equivalent


Your education and experience
This position requires a bachelor`s degree with hands-on experience in all aspects of complex business model and organizational design as well as pertinent experience through the full product life cycle. A combination of education and experience may also be considered.


What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Secret 
  • You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

  • Salaries are based on qualifications and experience and typically range from $108,100 to $142,000 (job grade 19)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
