Application Development Lead, Financial Markets and Banking Operations

The Financial Markets and Banking Operations portfolio develops and maintains the applications that serve the business of the Bank of Canada, including an Auction, Trading, Settlement, Pricing and Banking solutions.  Each of these applications have multiple teams that design, develop, enhance and support the long term and day to day running of these services.


We are adding senior development positions to several of the teams, titled an Application Development Lead, to assist teams with moving development practices forward at the Bank of Canada.  We have added a couple of these positions into the Bank already and are adding two more positions through this posting, one for our Auctions system and one for our Banking system.  As you read through the poster, you will see that most of the requirements are common, but there are some differences when we get to the details of the role.  By applying to this poster, you will be considered for both positions and we will discuss best fit at a later point in time.

The Bank's Roles in the Markets: Financial markets consist of markets for money, bonds, equities, derivatives, and foreign exchange. They are one of the three elements of Canada's financial system. It is mainly through the financial markets that the Bank's key policy rate influences interest rates and the exchange rate. This, in turn, helps the Bank achieve its monetary policy objectives.

Banking:  Did you know?

The Bank of Canada is Canada’s Bank. We act as the fiscal agent for the Government of Canada, settle the daily transactions of major Canadian banks and their customers, manage our own accounts, and hold Canadian dollar securities for other central banks. We also provide banking services to the Canada Deposit Insurance Corporation, the Crown corporation that insures eligible Canadian bank deposits. These operations go on quietly and efficiently behind the scenes, every day—typically around 550 transactions a day, valued at about $40 billion.


What you will do 
We are seeking an individual with strong software skills and interpersonal skills to join our application development & support teams, comprised of dedicated and passionate developers, testers and business analysts.  

High level objectives:

  • Introduce and champion best in class development techniques including frameworks, automation, unit testing, and DevOps. 
  • Drive thought leadership, consistent development processes and coding practices across scrum teams
  • Provide production operational support and work with operational support groups to determine the root cause behind critical production incidents and process challenges. 
  • Lead initiatives to address appropriate work from the support backlog to mitigate recurring incidents in the future
  • Work with product owners to reduce technical debt and improve operational support 
  • Interface with System Solution and Security System Architects to ensure solutions are in line with IT strategy


Collaborate with Scrum Teams to:

  • Write and maintain application code using best practice design techniques; help teams develop deep knowledge in application design and architecture
  • Create and contribute mechanisms to enable easy testing and deployment of code in a timely and effective manner
  • Estimate capacity, velocity and throughput to enable accurate forecasting
  • Help improve backlog clarity and dev-tool chain maintenance processes
  • Research, evaluate and make recommendations that support or improve Scrum Team processes


What you need to succeed:

As an Application Development Lead you:

  • Have experience as a full stack Java developer in complex application development
  • Are an effective communicator, self-starter and team player with an affinity for continued learning and self-improvement;
  • Think innovatively to find solutions to complex problems and act as a change contributo
  • Support Agile thinking and and enjoy working in rapidly changing environments
  • Solid interpersonal skills and strong client-service orientation


Auction specific development skillsets:

  • Angular, REST protocol, HTML, Spring framework, Java persistence, PaaS Openshift. 
  • DevOps components: Docker, Jenkins, Groovy, Git, Linux
  • Knowledge of microservice based architecture


Banking specific development skillsets:

  • Java 8 knowledge and development in Object Oriented design
  • JEE application development (EJB, Servlet, JDBC, JMS, JMX, JTA, JCA, JAXB);
  • Spring Core, Spring MVC, Spring Integration, Spring Security and Bean Validation;
  • Report development using tools like Oracle Report Builder 
  • Strong relational database skills (SQL), including experience with writing stored procedures & PL/SQL



  • Developing and maintaining automated deployment scripts
  • Knowledge of QA methods, Test Driven Development (TDD) and tools such as Gherkin and Mockito
  • Usage of source-control software to manage group software projects
  • Analyzing customer needs and converting them to User Stories, production operations support
  • Modelling business processes
  • Hands-on experience providing production support of a critical application in a highly available environment

Your education and experience
These positions requires a Bachelor’s degree or college diploma in computer science, software development or a relevant field and a minimum of 10 years of experience in applications development and systems integration or an equivalent combination of education and experience may be considered.

  • Salaries are based on qualifications and experience and typically range from $94,100 to $117,600 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
