The Security Risk Management Office (SRMO) houses all the combined operations and programs of a coordinated, holistic security risk management function at the Bank within the Security Governance, Risk and Compliance (SGRC) and Security Intelligence Operations and Programs (SIOP) teams.

 

Did you know that SIOP has three pillars?
Threat Intelligence:

  • as the 23rd member of the Canadian Security Intelligence Community, SIOP is accountable for building, maintaining and adhering to Government of Canada standards for threat intelligence information
  • ensure the delivery of threat intelligence collection, analysis and delivery of intelligence products to meet business needs

 

Operations:

  • responsible for critical security incident management, and providing support for enterprise first-line defence functions in the physical and cyber security
  • provide strategic guidance and forensics capabilities to support investigations
  • manage several memorandums of understandings with domestic and international security, intelligence, and finance sector organizations

 

Programs:

  • provide strategic, financial and delivery oversight to ensure business enablement outcomes are realized and integrated into core operations

 

About the position
Reporting to the Senior Manager, SIOP, you have expert knowledge of technical tools and technology used to secure sensitive conversations and protect the Bank of Canada’s communications and provide business analysis support to internal and external partners. This position requires you to understand electronic and wireless concepts including digital, analog, radio frequency systems, and circuitry. This position requires you to write request for proposals and have strong relationship management skills.

 

Your future responsibilities

  • understand technical security design, radio frequency analysis, signal analysis and interpret the results
  • produce security threat assessments, security vulnerability assessments and threat input into security risk assessments
  • support security investigations for security incidents that represent policy violations
  • liaise with companies that can support standalone hardware and software for tools that support technical tools / technology and security incident management
  • be the primary point of contact across the Bank for all activities related to the securing of sensitive conversations and protection of Bank of Canada communications
  • function as an internal point of contact during a high-level incident to provide insight, under pressure, as well as information and support as necessary, to colleagues, Bank management or external contacts
  • ensure technical tools / technology deliverables are completed on time with a high degree of quality and alignment with the Bank’s overarching business goals and priorities

 

Your education and experience

  • university degree in electronics, engineering, information technology, business administration or related field
  • five years of relevant experience related to business analysis or process improvement
  • five years of progressively more responsible and relevant experience in technical security design, radio frequency analysis, signal analysis, electronic intelligence, physical security systems (CCTV cameras, alarm systems etc.), general knowledge of broad infrastructure technology (network, storage, server, etc.), applications and software security, and threat and security risk assessment, intelligence gathering, working in a public or private security function.

Assets

  • Certified Physical Security Professional (PSP)
  • Certified Business Analyst Professional (CBAP) designation, or similar certification (completed or in progress)
  • knowledge of:
    • Government of Canada Harmonized Threat and Risk Assessment (HTRA) methodology
    • Government of Canada information technology security policies, directives, standards and guidelines (e.g., Policy on Government Security, management of information technology security, ITSG-22/33/38, NIST 800-53, NIST cybersecurity framework, ISO 27000 series
    • risk management frameworks such as NIST and ISO

 

Your knowledge and skills
We are looking for an effective communicator and change contributor who can collaborate with operations and project teams to elicit, define, document and present business, operational and technical requirements. You will use your facilitation skills to chair sessions to define requirements and provide primary input into transition plans, while encouraging critical thinking.

 

You will define reporting requirements, apply change management best practices, and conduct process change assessments by documenting the change initiatives and identifying impacts on stakeholder. You should be a self-starter, innovative problem solder and team player.

 

Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $82,300 to $96,000 (job grade 16)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (5 to 7% of your base salary) or for exceeding expectations (10% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
