Senior Organizational Development Specialist

Take a Central role
The Information Technology Services department and IT functions of the Bank more broadly, need to be positioned long-term with the organizational agility to adapt to an ambiguous future and be positioned correctly from a people, process, and technology perspective to adapt to these changing requirements. 

As such, an IT digital transformation team is being established to help facilitate and coordinate the changes required to enable a Digital Central Bank and we want you to Take a Central role.

Looking ahead
To date, the Bank has made significant investments in cyber security, resilience, cloud technologies, and agile ways of working and the pace of change continues to increase. Over the next 3 years, the Bank will continue to invest in large, complex and transformative projects that will reshape the delivery of IT services. 
About the position
Reporting to the Director, People Strategy and Organizational Effectiveness, the Senior Organizational Development Specialist is responsible for supporting the realization of the Information Technology Services medium term plan strategic objectives within a transformational environment using facilitation, coaching, change management, training and employee engagement.  You will help define and shape the IT organization in support of the Bank’s digital future.

Your future responsibilities
Your main role will be to evaluate existing business systems, recommend improvements, anticipate organizational risks and develop mitigation strategies. You will define change management processes to improve business and people performance. You will also deploy solutions to increase employee and organizational resilience and you will identify/ implement recognition practices in support of transformation goals.

You will coach leaders to manage teams through the specifics of transformation, including leadership modelling and reinforcement of new practices or mindsets.

You will develop an on-boarding strategy that accelerates the adoption of culture, norms, and departmental / business line knowledge and advise on enhancement to the recruiting processes to be consistent with other talent management aspects.

In partnership with key stakeholders, you will lead the development of a departmental learning strategy. In addition, with the support of the Corporate Learning team, you will execute training solutions including; conception, application, follow up mechanisms. You will also develop training strategies, job training programs and professional development programs for employees and leaders.

As a subject matter expert, you will develop organizational design and development strategies based on transformation goals. You will advise on the design of roles and career paths that meet transformational goals and advise on the governance and structures.

You will partner closely with several key stakeholders including; Human Resources, ITS Change Management and ITS Business Excellence, on the people and organizational aspects of transformative environments to advise the ITS leadership team.

Your education and experience

  • bachelor’s in Human Resources, Organizational Development, Learning and Development and a minimum of 7 years related work experience in managing change on projects and/or changing organizational culture



  • an equivalent combination of education and experience may be considered

Your knowledge and skills

  • advanced knowledge of organizational change principles, approaches and methodologies
  • advanced knowledge of organizational development theory and practice
  • knowledge of Learning and Development approaches and practices for a multi-generational workforce
  • ability to apply OD principles and findings from market research to inform solution design
  • ability to provide system thinking approach to culture change
  • leadership and team building skills to effectively work with staff and interact with all levels of leadership
  • well-developed consulting and advisory skills, including needs analysis and strategic planning
  • strong coaching skills and ability to coach at all levels of the organization
  • exceptional communication, co-creation, and partnering skill


  • knowledge of Industrial Psychology and Human Behaviour
  • knowledge of industry accepted software development methodology and/or experience supporting/leading change within the information technology domain
  • change Management Professional (CMP) Certification
  • familiarity with agile and waterfall project management approaches and tools as well as phases of the project lifecycle
  • knowledge of ADKAR


Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $98,200 to $121,300 (job grade 18)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
