About the position
This position, under the direct supervision of the Supervisor - Security Ottawa, is responsible for ensuring that only authorized employees, vendors and visitors are allowed access to the Bank of Canada. The role is also expected to prevent the improper removal of any property or assets. As the front of ho use first line of security/defense, this role has a prime responsibility to ensure the security and safety of the Bank, its staff and assets.  As well, the role is expected to facilitate efficient, timely and courteous access of authorized employees, vendors and visitors.  Note that this position will rotate between the Kent Street post, general loading dock, and the Centre Tower entrance sites.


Note
The Security Officer will focus on supporting the Museum/Conference Centre and will work 10-hour day shifts, including weekends.


Your future responsibilities

  • access control and screening of all persons and property authorized to enter the Bank of Canada or facilities
  • preventing any unauthorized access to the Bank or facilities
  • monitoring departures from the Bank or facilities to prevent theft of personal property or assets of the Bank of Canada
  • the issue and collection of visitor or day passes to persons authorized to be issued with them
  • arranging the escort of visitors and trades
  • collecting, assuring safe storage and return of any firearms lawfully carried by any authorized visitors (eg, police)
  • processing lost property reports and ensuring they are submitted to the control room
  • observing the behaviour of persons entering the Bank of Canada or facilities to identify any behaviour that may indicate a threat or risk to property, personnel or assets
  • providing assistance to staff, visitors and members of the public when needed
  • operating access control and personnel and vehicle scanning systems
  • responding to any untoward incident or action within or directed at the Bank of Canada, staff or assets. This may require an armed intervention where necessary
  • neutralizing any untoward situation calmly with tact and common sense, following Use of Force Continuum procedure
  • assuming control of a security/safety related incident until relieved by a senior member of line management;
  • liaising with and assisting first responders deployed to Bank facilities
  • assisting in the control of any evacuation from Bank facilities by acting in a professional, calm and authoritative manner
  • remaining conversant with all policy and procedures related to the security process of the Bank of Canada
  • keeping abreast of any legislation regarding the use of force, firearms, arrest and detention and the gathering of evidence that may impact the security operation of the Bank of Canada
  • actively engaging with staff at all levels and promoting the ethos of the single team concept throughout the Bank
  • Identifying irregular or unusual conditions that could raise security concerns or safety hazards
  • activating alarms and informing the Control Room and Security, Supervisor Ottawa in cases of emergency or the presence of unauthorized persons
  • permitting suitably badged and authorized persons to enter Bank of Canada premises
  • checking and updating details on the Visitor management Database
  • confirming to Host / Sponsors, if their visitors are able to have access to visit the site
  • monitoring departing personnel to protect against theft of company property and ensure that any authorized removal of property complies with current policies and procedures
  • investigating and preparing reports on accidents, incidents, and suspicious activities.  Maintaining written logsproviding assistance to customers, employees, visitors and members of the public in a courteous and professional manner


Responsibilities specific to the Kent Street post:

  • preventing any unauthorized access to the Bank building via the B1 loading bay
  • monitoring of all vehicular access to and departures from the B1 loading bay
  • maintaining accurate logs of all entrants both vehicular and personnel to the loading bay
  • the operation and use of the technical security systems of the Bank of Canada
  • ensuring that the vehicle and occupants are legitimate and do not pose a threat to the Bank of Canada, facilities, property or staff
  • directing properly authorized vehicles to the loading/unloading area
  • checking departing vehicles for any property improperly removed from the premises
  • ensuring that only accredited staff are allowed access to park their bicycles in the allotted areas


Responsibilities specific to the Loading Dock post:

  • liaising with the Kent Street Guard Post regarding scheduled and authorized deliveries or movements to and from the loading bay
  • ensuring that goods and mail deliveries appropriately screened before delivery to the recipient
  • ensuring that all receipt invoices are accurate and securely stored until collection
  • monitoring any departures from the loading bay to guard against theft of personal property or assets of the Bank of Canada
  • prevent any unauthorized access to and from the main building
  • ensuring that all bicycles are properly stored in designated spaces
  • ensuring that all health and safety procedures are followed during collection and deliveries
  • providing data or other reports when required
  • liaising with the Security Control Centre regarding scheduled and authorized deliveries or movements to and from the loading bays
  • checking vehicular deliveries against authorized delivery schedule
  • screening mail and all other deliveries
  • liaising with the Kent Street Guard Post regarding arrival and departure of any scheduled deliveries
  • ensuring that current security protocols and procedures regarding the B1 loading dock are complied with prior to allowing access or departure


Responsibilities Specific to Centre Tower post:

  • access control and screening of any VIP or senior member of staff entering via the Centre Tower entrance
  • ensuring that any VIP guests are properly met and greeted by the receiving host
  • preventing any unauthorized access to the Bank via the Centre Tower entrance
  • monitoring departures from the Bank or facilities via the Centre Tower entrance to ensure that it is safe and secure


Your education and experience

  • post-secondary certificate or diploma in security management or police foundations
  • a minimum of three consecutive years of increasingly responsible, recent and relevant security experience

  • an equivalent combination of education and experience may be considered


Your knowledge and skills

  • solid analytic and problem-solving skills to research and assess security operations, including the ability to identify problems, generate alternatives, determine appropriate actions
  • proven experience in assessing behavior that may pose a security risk
  • ability to interact professionally with a diverse group of clients and staff
  • demonstrated ability to assess and assimilate security situations and respond accordingly
  • proven observation and situational awareness capabilities
  • solid experience with and knowledge of behavioral awareness techniques including security card access systems', security turn styles' and scanners' functionality
  • have strong verbal and written communication skills
  • ability to meet deadlines while working on multiple tasks-often under pressure and with shifting priorities
  • basic computer skills with the following software: Microsoft Outlook, Word, Excel
  • possess a qualification in First Aid certification that encompasses the use of a defibrillator and administering CPR
  • this is a physical security position which may necessitate a twenty-four hour seven days a week capability. It may also require duties during evenings, weekends and holidays

Language requirement
English and French essential (bilingual). Candidates must be fully functional (level 5) in second official language upon appointment.

  • Salaries are based on qualifications and experience and typically range from $61,688 to $69,391 (job grade 13)
