The Bank of Canada conducts operations at its Head Office in Ottawa. In addition, the Bank is establishing an alternate site for operations in downtown Calgary.  This Operations Analyst position will be located in Ottawa but will share responsibility for conducting day-to-day market and banking operations with team members located at the Calgary Operational Site (COS). By having these two groups—in separate geographic locations—work together every day, the Bank builds resiliency and improves its ability to conduct operations seamlessly.


About the position
The Financial Markets Department (FMD) policy and market operations teams support the Bank’s monetary policy and financial system mandate.  The Treasury Auctions and Settlement System (TASS) division works closely with colleagues of other divisions at the Bank and the Department of Finance to develop and implement the government’s domestic funding plan, manage the government’s cash balances, and maintain a liquid and well-functioning debt market in Canada. 


The Operations Analyst is responsible for the analysis, reconciliation, computation, execution and reporting of a number of processes and transactions to support the operational activities within the TASS team. These activities include the daily forecasting and reconciliation to determine the cash position of the Bank, the preparation and execution of cash and securities auctions for the Government of Canada and the Bank, the examination and completion of securities contracts, both domestic and foreign, and the co-ordination and distribution of securities pricing.


Your future responsibilities
You will be responsible for critical deadlines with high profile exposure if processes and operations are not met on a timely or accurate basis. You also provide data and analytical support to the team’s principal and senior analysts in extracting, manipulating and interpreting data. You will conduct some analysis of tendencies and trends with regards to the operational activities, both for insight purposes as well as for planning purposes. If operational issues arise, you will work diligently to resolve them in a timely manner seeking guidance from and escalating to the Manager, Auctions, Settlement Balances and Middle Office as appropriate.


Your education and experience

  • post-secondary education in business, accounting, finance or economics with a minimum of two years of relevant work experience in a financial/banking operations environment


  • an equivalent combination of education and experience may be considered



  • experience within Auctions, Settlement Balances and Middle Office


Your knowledge and skills

  • strong ability to work with numbers, calculations and attention to detail, and to be able to manage transactions/information outside of systems (e.g. securities contracts, settlement balances information)
  • time-management skills and the ability to set priorities and to be able to multi-task to ensure work is completed within the daily deadlines
  • investigative skills to determine the correct actions or adjustments required when systems fail
  • flexibility to adapt to new requirements and change, shifting priorities if more urgent work is requested
  • ability to plan ahead for daily tasks and longer-term projects
  • strong analytic-thinking and able to solve problems innovatively
  • ability to work well in a team
  • strong communication skills, both oral and written
  • ability to learn application systems quickly (e.g. Bloomberg, FINDUR, HABS)


Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $55,300 to $68,300 (job grade 13). This position provides an opportunity to progress gradually up to the evaluated level of job grade 14 (up to $75,900).
  • Depending on performance, you may be eligible for performance pay for successfully meeting (3 to 5% of your base salary) or for exceeding expectations (7% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
