Join our K&IS team
Knowledge and Information Services (K&IS) is a business line within the Corporate Services Department, an internal service department within the Bank’s Corporate Administration function. K&IS provides information resources, services, tools, systems and policies which help Bank staff effectively access, utilize, manage, and share quality information to effectively accomplish the Bank’s business goals. K&IS provides research and reference services; management of the Bank of Canada Archives; acquisition, management and, training on the use, of published data and information resources; advice and solutions on managing corporate records; and delivers support and training related to the Bank’s SharePoint document management system.

 

We will be undertaking an important project jointly with our Information Technology Services Department (ITS) to support digital transformation across the Bank to reduce inventory of print and electronic content, update processes to eliminate paper records from the outset, and improve the findability of important information.

 

What’s new?
The Bank is significantly reducing the amount of email we store. Currently, there is no limit on the size of mailboxes or on the length of time that emails are kept. Starting in 2019, all Outlook items older than one year will automatically be deleted and will not be archived. This will reduce the amount of emails we have and will improve searching capabilities.
 
About the position
Reporting to the Assistant Director, IM Service Centre, you are assigned to the Digital Information Management Evolution project (DIME) and will provide business analysis support across five streams of activity: digital IM planning, network drive (content) reduction, decreasing records on paper, enterprise search, and digital signatures. Your work will be conducted in close collaboration with K&IS and ITS operational staff, key partners, and the Business Recovery Enhancement (BRE)/SharePoint Transformation project.

 

Your future responsibilities

  • collaborate with operations and project teams to elicit, define, document and present business, operational and technical requirements for all streams of activities, including gathering and documenting solutions and developing and evolving digital transformation plans for clients
  • facilitate sessions to define requirements for transition to operations, and provide primary input into transition plans and encourage critical thinking, considering all business analysis elements
  • define reporting requirements to meet management needs and develop tools for key performance indicator reporting and monitoring document transition and end state processes and procedures
  • apply change management best practices while adhering to Bank policies to facilitate, in collaboration with K&IS and ITS operational resources, integrating of new processes and roles into operational and support models
  • conduct process change assessments by documenting the change initiatives, identifying impacts on stakeholders, assessing organizational readiness, validating assumptions, assessing risks, and providing input to the change management and communication process to enable stakeholders to fully understand the scope of the change and how it affects them
  • participate in and inform project planning and management activities
  • collaborate with ITS Business Analysts on production of key project management deliverables and ensuring
  • deliverables are completed on time with a high degree of quality and alignment with the project’s overarching business goals and priorities

 

Your education and experience

  • completed bachelor’s degree in information technology, business administration or related field and five years of relevant experience related to business analysis or process improvement

 

or

 

  • an equivalent combination of education and experience may be considered

 

Assets

  • Certified Business Analyst Professional (CBAP) designation, or similar certification (completed or in progress)
  • prior experience developing, configuring and managing applications in a SharePoint environment
  • experience working in an information service unit
  • understanding of information lifecycle management / and records management
  • familiarity with approaches and tools for migrating network drive content into a content management system
  • familiarity with Bank of Canada Project Management and Delivery approach
  • member of IABA
  • familiarity with business architecture concepts and principles

 

Your knowledge and skills
We are looking for an effective communicator who can to influence stakeholders in arriving at optimal outcomes, a team player and a self-starter who shows initiative to advance projects and can work with minimal direction.  You are a change contributor and problem solver with the ability to make sound decisions and judgments, think conceptually and act as liaison amongst different business units throughout the Bank.

 

You have knowledge of the following:

  • process improvement techniques and approaches
  • best practices related to business analysis, project management, and change management
  • workgroup facilitation skills eliciting and documenting requirements and solutions

 

You have experience in the following:

  • advanced knowledge of MS Office (Word, Excel, PowerPoint), including Visio and MS Project
  • Agile and Waterfall project management and development approaches
  • working in a SharePoint environment
  • using information technology systems concepts, design, development, testing and deployment

 

Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Salaries are based on qualifications and experience and typically range from $82,300 to $96,000 (job grade 16)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (5 to 7% of your base salary) or for exceeding expectations (10% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
